PROJECT OVERVIEW

MCUBE Engineering Consultants was engaged to support a major education provider in the UAE with a portfolio-scale energy efficiency and indoor environmental quality improvement programme covering 45 schools.

The assignment combined desktop technical reviews, representative site walk-through assessments, energy benchmarking, building-systems analysis and engineering screening of efficiency opportunities to establish a practical roadmap for implementation across a diverse education portfolio.

The programme was structured to move beyond standalone audit observations and create a decision-ready pathway from portfolio benchmarking and opportunity identification through prioritization, pre-tender engineering and phased implementation planning.

THE REQUIREMENT

The client required a consistent engineering framework to assess energy performance across a large and varied school portfolio, identify practical opportunities for efficiency and IAQ improvement, and prioritize measures according to technical feasibility, implementation readiness, operational impact and investment logic. The engagement also required a Phase 1 package suitable for progressing selected measures into the pre-tender stage.

OUR SCOPE

  • Portfolio-level desktop review of energy, facility and building-system information across 45 schools.
  • Energy performance benchmarking using normalized building and occupancy indicators to identify priority areas for further assessment.
  • Walk-through technical audits and engineering review of representative facilities and major energy-consuming systems.
  • Assessment and prioritization of energy efficiency measures across lighting, HVAC, controls, commissioning, and operational practices.
  • Integration of indoor environmental quality considerations into the efficiency improvement roadmap.
  • Technical and commercial screening of measures using implementation feasibility, lifecycle value, deployment agility and operational compatibility.
  • Development of a phased portfolio implementation roadmap, including quick-win, medium-retrofit and longer-term improvement pathways.
  • Preparation of the Energy Efficiency Phase 1 pre-tender package to support the next stage of procurement and implementation.

OUR APPROACH

MCUBE adopted a portfolio-first methodology, beginning with consistent benchmarking to compare facilities on a common basis before moving into site-specific technical assessment. This allowed engineering effort to be focused where the greatest performance opportunity and implementation value were likely to exist.

Opportunities were then grouped into practical intervention themes – lighting, HVAC, controls and recommissioning, and occupant awareness/capacity building – and screened against technical feasibility, operational constraints, whole-life considerations and deployment readiness. Indoor air quality and ventilation performance were considered alongside energy reduction so that efficiency measures would support, rather than compromise, occupant comfort and healthy learning environments.

The resulting roadmap translated assessment findings into an implementation sequence, distinguishing near-term measures suitable for accelerated deployment from deeper retrofit opportunities requiring further engineering, investment-grade analysis or future programme phases.

ENGINEERING VALUE

  • Portfolio-scale energy efficiency assessment framework covering 45 education facilities across the UAE.
  • Energy benchmarking based on normalized performance indicators, enabling consistent comparison across different campus sizes, occupancies and system types.
  • Integrated assessment of lighting, HVAC, controls, TAB/recommissioning, operational practices, and indoor environmental quality.
  • Prioritization methodology balancing energy performance, lifecycle value, implementation agility and continuity of school operations.
  • Phased roadmap separating immediate efficiency opportunities from medium- and longer-term retrofit pathways requiring deeper engineering.
  • Pre-tender engineering support translating strategic recommendations into an actionable Phase 1 implementation package.

RESULTS

MCUBE developed a structured energy efficiency and IAQ improvement roadmap for the education portfolio, providing the client with a consistent basis for prioritizing opportunities, sequencing investment and progressing selected measures toward procurement and implementation.

The assignment established a scalable framework that can be applied across multiple campuses while recognizing differences in building age, system configuration, operating profile and implementation constraints. By combining benchmarking, engineering assessment, operational considerations and pre-tender planning, MCUBE helped convert portfolio performance data into a practical programme for continuous energy and building-performance improvement.
