PROJECT OVERVIEW
MCUBE Engineering Consultants carried out an independent technical review of the Measurement & Verification (M&V) submission for the American School of Dubai energy performance project, providing third-party assurance over the reported performance methodology and calculation framework.
The review covered the whole-facility IPMVP Option C approach, baseline regression modelling, weather normalization, reporting-period energy treatment, savings calculations, model-quality diagnostics and the technical basis for baseline and adjustment decisions.
By independently rebuilding the calculation chain from the submitted datasets and governing documents, MCUBE provided a transparent engineering view of the M&V process and a defensible basis for project stakeholders to manage ongoing performance reporting.
THE REQUIREMENT
The project required an independent review of the initial performance-period M&V submission to verify that the methodology was appropriate, the reported savings calculations were reproducible, the baseline and adjustment framework was technically sound, and the overall reporting approach could support transparent long-term energy performance contract governance.
OUR SCOPE
- Review of the M&V report, savings calculation workbook, M&V plan, and supporting energy datasets.
- Independent reconstruction of the whole-facility baseline regression model.
- Verification of weather normalization and routine adjustment methodology using Cooling Degree Days.
- Independent recomputation of reporting-period net energy and savings calculations for consistency and reproducibility.
- Review of grid electricity and on-site solar treatment within the defined measurement boundary.
- Assessment of regression-model quality using key statistical diagnostics including R², CV(RMSE) and NMBE.
- Technical review of baseline adjustment and non-routine adjustment principles for future M&V cycles.
- Preparation of a structured compliance assessment, recommendations, reviewer opinion and savings-confidence statement.
OUR APPROACH
MCUBE applied an evidence-based M&V review workflow designed to create a clear audit trail from source data through to the final reviewer opinion. The assessment treated the submitted calculations as independently verifiable engineering outputs rather than relying only on summary results.
The baseline model was rebuilt from the available monthly energy and weather data, routine adjustments were independently checked, net consumption logic was reviewed across the measurement boundary, and the reporting-period savings were recomputed. Model-quality indicators were then assessed to confirm the suitability of the regression framework for whole-facility M&V.
The technical review was completed by mapping the submission against IPMVP principles, relevant ASHRAE Guideline 14 concepts, the project M&V plan and energy-performance-contract requirements. Baseline-governance considerations were also reviewed so that future reporting cycles could be managed through a consistent and auditable framework.
KEY TECHNICAL HIGHLIGHTS
| INDEPENDENT M&V REVIEW Third-party verification of performance reporting and calculation logic. |
OPTION C ANALYSIS Whole-facility regression and measurement-boundary review. |
BASELINE VERIFICATION Independent model reconstruction and baseline assessment. |
| NORMALIZATION REVIEW Weather and adjustment methodology verification. |

GOVERNANCE ADVISORY Compliance matrix, baseline considerations and reviewer opinion. |
ENGINEERING VALUE
- Independent third-party assurance for ESPC Measurement & Verification reporting.
- Reconstruction of the calculation methodology from source datasets rather than reliance on summary tables alone.
- Integrated review of baseline regression, weather normalization and model-quality diagnostics.
- Verification of energy-data treatment across grid and on-site generation within the defined measurement boundary.
- Structured technical assessment of baseline and non-routine adjustment governance for future reporting periods.
- Clear compliance matrix, engineering recommendations and reviewer confidence statement to support stakeholder decisions.
RESULTS
MCUBE delivered an independent M&V technical review that traced the submitted performance calculations back to the source energy data and baseline model, independently reproducing the core methodology and reporting-period savings framework.
The assignment combined model verification, normalization review, data traceability, baseline assessment and compliance mapping to support transparent future M&V cycles. It demonstrates MCUBE’s capability to provide independent technical assurance for ESPCs, M&V submissions and baseline-review assignments.
